The above is what we will be making. We just got a new to us car so I am using that image.
 

The first thing I am going to do is make a tube of the car so I will have it for future use.
You can follow along with your image and remember to save often.
  

Open up your image , make a copy, and save  original.
Working on your copy, go to layers, promote to background.


Take your selection tool, freehand, point to point,
and keep your mouse down and select around your image.
when you get to your starting point unclick mouse.
You can't see the marching ants around the top of the car but they are there.
Selections, invert, and hit delete key.  selections none.
If this didn't work, you forgot to promote layer  to background
Make a new layer using black or a color not in your tube and send to bottom. This is so we can
easily see any stray pixels around our tube.  Zoom in on your tube layer
 and using your eraser, just erase any extra pixels.
When satisfied it is perfect or nearly so, delete the bottom layer, and crop to a good size.
 Now  go to file, export as picture tube, name your tube and it will be there for future use.

 

Next I want to mist my car. This is easy.
Open up your original image and duplicate it and close the original.
Layers, promote to background.
Activate your Freehand Selection Tool, with the below settings


Draw around your image just a little bit away from your image.
Selections, invert and hit your delete key.
Your background should be removed with just a small amount around image left.
Try changing the feather and smoothing also.
Now save this for use a little later on.

Next I want to create a gradient.
Open up a new transparent image 200 X 350 pixels.
choose a dark color and light color from your graphic and a third color somewhere between. 
Click on your gradient tab and choose edit (down in the middle).
 Select new and type in a name.
still in the gradient editor, move that first little bottle on the top line  to 3l%
and type in your color # in the small box .
Move the 2nd bottle to 82% and type in your color number.  now we need to add another bottle by click over to the right of the 2nd bottle and another bottle appears,
we want this bottle to stay at 100% and type in  third similar color

See that 2nd line (two bottles on it) where it says transparency,
 change that opacity  to 50 at the grey location to 93%.
click on close and say yes when it asks if you want to save the changes.
 Set your angle and repeats  to what looks good and flood fill you image.

I hope you understand so far.
Now we are ready to start on our great creation.
 

Open up a new  image 400 x 400 white background.
(If your image is larger than mine, you might want to use 500x500).
 

Flood fill with your light color or the color that looks best with your misted image..
 Layers: Promote background
Next add your misted image.
Now go back to your light color background and using your chalk brush size 35 or so
make some squiggley shapes using the colors from your misted image similar to below.




Next go to adjust, blur, gaussian blur, radius 8.

Next go to effects, plugins, DSB flux - linear transmission
with these settings:
Slice 15, offset 3, blend 50, vertical checked.
Now your image should look similar to my top image.

Almost finished.
Text: I used 2 peas Essential font size 48,
I added a bevel and a drop shadow.
Save as a psp image  in case you want to change something.
I even like to go to image, image information and type in the font and font size
so later I will know what it is.

I just about forgot to add a border.

With your dark color add a 2 inch border.
Next add a 10 inch white border.
 With your magic wand click inside the white border
and flood fill with thegradient you just made.
 Then add another 2 inch border with your dark color.
 

Your image should look similar to mine at the very top.
